VACANCY ANNOUNCEMENT AT THE BALTIC SEA SECRETARIAT FOR YOUTH AFFAIRS
The Regional Youth Council Schleswig-Holstein will employ a person as part time substitute (80 %) for the period of a parental leave (Elternzeit)
starting 1st of February 2012 and ending 31st of December 2012 in the position of Consultant (80 %) at the Baltic Sea Secretariat for Youth Affairs. The profile of applicants should include: - A university degree - Experience in international youth work and policy, preferably in the Baltic Sea Region - Organisational talent and communicative capabilities - Very good knowledge of the English language (for non-Germans also good working knowledge of the German language) - Knowledge of languages of the Baltic Sea region, especially Russian is an asset - Experience in use of PC and Internet - Willingness to travel and to accept flexible working hours. The position involves the coordination of activities in the area of youth-policy co-operation in the Baltic Sea region, providing other actors with information and organisational support, and taking care of contacts with the EU and with Baltic Sea and other regional structures. The Baltic Sea Secretariat for Youth Affairs is financed by the Youth Ministries of the Baltic Sea States. We expect a close cooperation with the colleague working 20 % as Consultant in the same position. The salary will be based on the German Federal Wage Agreement for Public Servants. Agreement on the Baltic Sea Secretariat for Youth Affairs 2012
The Secretariat will implement the Work Plan and the decisions made by the Council of the Baltic Sea States-Expert Group on Youth Affairs / EGYA. The Secretariat will work as a contact point supporting the dissemination of knowledge and information between the NGOs and youth networks in the Baltic Sea region. It will co-ordinate activities between youth policy structures, governmental and non-governmental youth actors as well as youth projects.
Support to the Expert Group on Youth Affairs
The Secretariat prepares the meetings of the EGYA. It reports on the implementation of the Work Plan. At the beginning of each year the Secretariat shall submit a narrative report for the previous year and in cooperation with the administrative body, submit a financial report. The Secretariat sends out work reports on a monthly base to the EGYA.
Support to the Ministries responsible for youth affairs
The Secretariat will function as a service body for all members of the EGYA. This includes collecting information, distribution and co-ordination of information on behalf of the ministries responsible for youth policy.
Youth Cooperation
The Secretariat shall support youth cooperation and an active participation of young people in the region. This includes giving advice and information to young people, youth workers and youth organisations.
Information
The Secretariat will collect and distribute information about activities in the field of youth. This includes for example to provide information on recent developments in the national youth policies.
Institutional Co-operation
The Secretariat should have regular contact with the secretariat of the Council of the Baltic Sea States in Stockholm. The Secretariat shall cooperate with other relevant administrative structures such as the Barents Youth Cooperation Office (BYCO) and the Secretariat of the Nordic Council of Ministers. The Secretariat shall also keep itself informed about the work of the Council of Europe and the European Union in the youth field.
Contribution by the Baltic Sea Secretariat to the Public consultation on the future European youth programme
For over 20 years, the European Union (EU) has been supporting programmes in favour of youth to encourage their mobility, active engagement and the development of skills and competences through a wide variety of non-formal activities. The current European youth programme is called "Youth in Action" and will run until the end of 2013. Reflections have been launched to start shaping the successor programme. The Baltic Sea Secretariat for Youth Affairs has sent in an own contribution to the consultation process.
Meeting of the Baltic Sea Expert Group on Youth Affairs (CBSS-EGYA) in Oslo, October 2010
Norway as present Chair of the Baltic Sea Expert Group on Youth Affairs invited the members to attend the annual meeting in the Norwegian Capital Oslo on October 25 and 26. The EGYA will discuss the implementation of the "Work Plan 2009-2011" so far and further items related to youth policy in the Baltic Sea Region.

The Baltic Sea Expert Group on Youth Affairs (EGYA) met in Vilnius, Lithuania in October 2009. The ministries responsible for youth policy from the CBSS member states came together to discuss the implementation of their Work Plan 2009-2011 and further actions. Within the last decade, co-operation in the field of youth has become an integral part of the general Baltic Sea regional co-operation initiatives.
Already in the mid-90ies, the Presidency Declaration of the Baltic Sea States Summit in Visby and the Action Programmes of the Ministerial Session of the CBSS in Kalmar underlined the priority for the promotion of people-to-people partnerships in general and the "promotion of contacts between young people in the Baltic Sea region" in particular. In 1996 "Youth Co-operation in the Baltic Sea Region" was for the first time put on the agenda of the 4th Conference on Baltic Sea States Subregional Co-operation (BSSSC) in Vaasa. The Union of the Baltic Cities (UBC) build up a Commission on Youth Issues just a little bit later. Today we can look back to 10 years of intense co-operation between all the CBSS countries in the fields of youth policy, youth work and youth exchange. The aim of the Baltic Sea cooperation in the field of youth policy is to promote an active participation of young people, encourage youth exchange in order to promote a better understanding and knowledge of the Baltic Sea countries. The Danish Chair of the CBSS - Baltic Sea Expert Group on Youth Affairs (EGYA) led the group through the period of June 2008 - July 2009, which has brought multiple results for youth and youth policy in the region.

Meeting of the Baltic Sea Working Group on Youth Affairs, Riga 2007
On October 9th and 10th the annual meeting of the Council of the Baltic Sea States (CBSS)-Baltic Sea Working Group on Youth Affairs (WGYA) took place in Riga, Latvia. For the first time there were representatives from both the UBC (Union of the Baltic Cities) - Commission on Youth and from the BSSSC - (Baltic Sea States Sub-Regional Co-operation) Working Group on Youth Policy attending the meeting and presenting their work. Both UBC and BSSSC enjoy the status of special participants of the Council of the Baltic Sea States.
